In the first half of 2026, mobile game downloads fell 12% while gaming ad spend rose 8% to $7 billion, and impressions climbed 14% to 1.4 trillion. The market now shows more ads for the same money and produces fewer installs from them, so what a campaign actually has to buy is not the install but what happens after it.

We covered the pricing-model decision in CPI Gets You Installs. CPE Gets You Players. Here's How to Choose. and the current cost levels in Mobile Game CPI Benchmarks 2026: Why One Average Is Useless. This post fills the gap between them: which channels to build campaigns on, which optimization event to give each one, and in what order.

The price of an install rose 30% and the total number of installs fell. A campaign that treats install count as its KPI is now paying more per install while never measuring whether the install became a player.

Why Does Optimizing for "Install" Produce Cheap but Shallow Users?

Because the algorithm only looks for the people who complete the target event most cheaply, and it never looks past that event. The only learning signal an install-optimized campaign receives is who taps the install button, and the answer is always the same: people who install any game, frequently. That group carries a low install price along with high first-session drop-off.

This is why Google, Meta, and TikTok's official documentation all say the same thing: once enough event data has accumulated, move the goal from install to an in-app event or to value. Install optimization is not wrong; it is temporary, valid only in the early phase when there is no data. The cost of staying there too long is worked through in Low CPI vs. High Retention: Why Optimizing for the Wrong Metric Costs More.

What Does Each Channel's Algorithm Optimize For?

The channel structure of an app install campaign becomes clear once you sort channels by which event they can accept as a target.

Channel

Optimization goal options

Requirements per official documentation

Google App Campaigns

Install (tCPI) → in-app action (tCPA) → value (tROAS)

Daily budget at least 50x tCPI or 10x tCPA; tROAS requires the Firebase SDK

Meta Advantage+ app campaigns

Install → app event → value

Meta SDK or MMP integration; Meta claims a 7% average CPA improvement

TikTok App Promotion

Install (MAI) → app event (AEO) → value (VBO)

VBO requires a purchase-value event or an MMP ad-revenue postback

Apple Ads (iOS)

Search-intent installs

US Games category CPI $12.28, conversion rate 57%

DSPs and ad networks

Install or in-app event

Varies by network; MMP postback is the de facto standard

Community and reward platforms

Install, playtime, in-game action

Classified in Singular's 2026 ROI Index as "no longer experimental budget lines"

All three major platforms share the same ladder: start at install, climb to event, then to value. In AppsFlyer's 2025 Performance Index, Google Ads ranked first for Android gaming and Apple Ads first for iOS gaming. Volume still lives on the big platforms, and results are decided by which rung you stand on. Apple Ads converts well on search intent but its CPI runs several times that of other channels, which makes it a supporting channel for Android-centered global UA.

When Should a Campaign Move to Event Optimization?

When it crosses the data thresholds each platform states explicitly. Google frames the tROAS transition as "typically 30+ conversions in 30 days" of stable volume, and asks for three to four weeks of conversion-value history before migrating from tCPA to tROAS. Avoid significant changes before the first 100 conversions register, and after that adjust budgets and targets no more than once every one to two weeks, within plus or minus 15 to 20%.

TikTok's value-based optimization unlocks once the account has a purchase-value event within the last 365 days or real-time ad-revenue postback enabled through an MMP. The practical point is that an ad-monetized game with no in-app purchases can unlock value optimization simply by connecting the MMP postback.

These thresholds imply one sequence: two to four weeks of install-optimized data collection, then a shift to an early event such as tutorial completion or first-stage clear, then value optimization once purchase data accumulates. The principles for deciding which signal to feed which algorithm are in The Algorithm Is Running Your UA. Here's How to Work With It, Not Against It.

How Should the Budget Be Split?

Learning budget per channel comes before the number of channels. Apply Google's "daily budget at least 50x tCPI" rule to a $2 CPI game and a single channel needs $100 a day at minimum; at a $10 tCPA the 10x rule again lands at $100 a day. It is better to concentrate enough budget on two or three channels for learning to complete than to open several channels that never reach the minimum.

The natural shape is install-optimized campaigns holding most of the budget early, with the ratio reversing as event-optimized campaigns exit learning; install campaigns stay on as the data-collection layer for new creative tests and new-region entry. The thresholds for judging whether a given split pays back are tabulated in D7 ROAS Benchmarks: The Targets That Tell You a Campaign Will Pay Back.

Creative and Measurement Requirements Differ by Channel

Copying the same creative and the same measurement setup across every channel slows learning. Google App campaigns want at least one approved text, image, and video asset each and then let the algorithm assemble combinations, so a wider asset pool is an advantage. TikTok is vertical-video-first, and on iOS it states that SKAdNetwork needs at least 90 daily installs before it stops withholding conversion data. Meta and TikTok both require MMP integration, so before adding channels the first step is to unify the event definitions the MMP posts back. On the measurement side, Singular added multi-touch metrics to its 2026 ROI Index, a signal that the industry has started treating last-click's misattribution of search and reward channels with a standard metric.

When the Optimization Event Is Playtime: The Playio Perspective

The big-platform ladder starts at install and climbs toward events, but until learning data accumulates there is no choice except to buy installs. Playio is a channel where that order can be reversed. Because it matches users by genre preference and play history inside a community of five million gamers, a campaign's target event can be set from day one as a playtime milestone or a specific in-game action. Campaigns run on CPI or CPE pricing, and CPE is the option when the structure needs to bill on the action rather than the install.

Key Takeaways

As of September 2026, app install campaigns operate under installs down 12%, ad spend up 8%, and CPI up 30%. Three principles follow. Install optimization is a temporary early-phase choice; once a platform's stated threshold is crossed (Google's 30 conversions in 30 days, for one), move to event or value optimization. Learning budget per channel comes before channel count, with 50x tCPI or 10x tCPA as the floor. And asset composition and MMP event definitions are tuned separately for each channel. Install is still the campaign's name, but what you are buying is what comes after it.
